Yes to both per the official announcement:
Woo can mean two things. You can click it both to mean woo as in woo-hoo or to express that you think an idea or approach is too good to be true.

I gave someone a woo because I saw the smiley face and thought it was short for woo-hoo! I kind of love that it's dual use. Are people cheering you on or calling you out? Can you tell? OMG!15

I like this idea but "woo" is not a very good term for it since people evidently don't even know what it means and will click it for other reasons, something like "broscience" which is far less ambiguous and obvious would be much better.8 -
I had hopes that the "Woo" button might help stop knowledgeable members from having to post on every single one of the 87 billion "ACV is great for weight loss" threads (for example) that get started. Instead of everyone responding directly, the option would be to just mark the OP as "Woo," and let a few responding posts explain why.
But since Woo has two 'sanctioned meanings' which are pretty much polar opposites - and the OP would very likely think that all the Woo's they're garnering means that ACV is *awesome* (simply because if they're starting the thread in the first place they are clearly unfamiliar with what "Woo" means other than, "You go, girl!") - it's rendered what could have been a useful option into one that's incredibly unhelpful.21 -

Yup, a potentially very useful feature ruined before it even got started due to a stupid choice of words. Critical thinking not even once.7 -

Agree that it's completely useless as it means both per the developers. And quite annoyed that it's after the 'awesome' button as I typically try to use that a lot in the challenge threads, and I've almost clicked the useless 'woo' button instead now that it's there at the end of the list. grrrr....4

So you know, if you click on the wrong button, you can just click on the one you intended to use instead and it will change it.5 -

Yea, I know...but it's my Pavlovian response to just click the last one...and now every time I have to stop and pick the next to the last one because of a potentially useful button made impotent by the developers' definition, it just irks me that I have to change my routine. If the button were actually useful, I'd get over it and quietly retrain myself. Instead having something useless there is just annoying, IMO. First world problems, clearly.3 -
It's a positive comment. MFP would never put anything negative or that could put down people. Like woo-hoo.5
