I spend way to much time wording about it.
I never had perky breasts even when I weighed more, but now that I lose weight they look terrible. They have not shrunk much still fit the same cup different band size, but they look deflated and empty.
I'm only 21 is there a way for them to get better?
I still have 20ish pounds to lose.
My biggest insecurity are my breasts, I'm young and have the breasts of a 40 year old woman that had like five kids.

Think of it this way: Would you rather regain the weight and live life like that, or get a push-up bra and stay thin?
I say some variation of that every time my dear husband makes a comment about the new "itty bitties" with the lower latitude. "Well, how bout I gain the 88lb back? No? You like this better? OK. Then, shut yer face!"
Though focus on any strength exercise that focuses on the pecs, that may help a little
Well as a guy I'm probably in the wrong thread. Haha, that being said, I thought this ^ was perfect. Would you rather have the weight back or some sag in your breast? I'm only 18 and a long way off marriage, but I would in no way ever judge my wife in terms of her breast. I think it's awesome that you've lost the weight keep going!
I'm sure you can target your chest area with workouts to tighten up.
You could try working on pecs to increase the lift a tiny bit, if it bothers you. If it really bothers you, there's always surgery.
Don’t worry honey, they’re probably not as bad as you think. I had the same thoughts when I was younger but trust me I have had no complaints 😉 your idea of what “nice” breasts look like is probably built off of pictures of models wearing push up bras and with boob jobs. Don’t stress - just embrace that’s how your body is
