Thank you! Ugh never ever imagined I would put myself in this situation when I got her 3yrs ago (had never travelled or wanted too!). Have always believed dogs are a lifetime commitment and they are! I feel like a terrible, terrible, selfish person

You shouldn't feel like a selfish person. I know it is easier said then done, but you are doing what is best for your dog and it is a sacrifice you are making for her.0

I'm a very charitable person but in a lot of cases the begging is simply to fund a drink or drug problem. They expect people to simply hand them over money. It's not right. Your basically funding someone's addiction, that ain't charity
The thought does cross my mind, but let's be honest I'm not exactly rolling in it, I work so I can afford to put food in my mouth & my loved ones. I don't see why I should buy someone food or feel guilty because I have it. I know life is hard but in some cases it's as hard as you make it. Besides there is food banks & shelters, soup kitchens, churches not to mention the many charities & organisations specifically designed to help these people. The help is there it's their choice to take it. Many people volunteer their time to help them. Also in the UK there is a lot of help from the state so I don't view it as my place to randomly give strangers money.
Also, on one occasion my brother gave a beggar money, his friend then decided to take my brothers mobile phone. A lot of these people are thiefs, you get up close or try to be nice they might take advantage. Granted not all of them are like that

Not criticizing your way of thinking, I don't give money to beggars either, but I don't kid myself thinking I am charitable.
It is very possible to be charitable and still not give money to people on the streets. Maybe she does lots of good deeds or maybe she donates time or money to reputable organizations.
Yeah sure... maybe she does.
But usually people that think "most of those people are thieves" and that they should "get a job" and are afraid "of them attacking you" don't have a lot of empathy for "these kinds of people".

I'm behind on this a bit - but listen. If you don't want to give your money away without seeing them work for it...ask them to tell you a joke. Pay them based on how funny it was. I gave a guy $20 one time because he proposed marriage and I told him that was the funniest thing I've ever heard.
Some people are just rotten panhandlers, yes. Some people have difficulty getting an actual job because of all the factors...they don't have an address, they don't have the means to look presentable, they don't have the experience, etc. Even if they apply at a fast food place, they may be discriminated against because of their appearance, etc.
Your money is your money and no one can tell you how to spend it or give it away, but I would definitely consider offering to buy them a meal or paying them based on a simple interaction you can do quickly (like a joke).4 -

There is a lot of assumptive ignorance in your comment. You have no context for the situation she describes & it's impossible to accurately know the tone of her comment. Anything else is an assumption whether it is correct or not.
They might actually be thieves where she is passing. Some of them by the very nature of them begging makes them thieves. They beg all day & then go home to a nice house in a luxury car all paid for through the tax free giving of gullible people that feel guilty & hand them money. It's a pretty common scam. Others are thieves out of necessity because they've survived on the streets for so long. They see nothing wrong with taking what they can get. And there are plenty that are just people genuinely looking for help. Unfortunately, unless you spend time working with them regularly, you can't ever be certain which is which.
I've spent a great deal of time working with several different homeless outreaches & they all have pretty much the same rule. Don't give money to people on the street. In most large cities, you can't give them food without a vendors license anymore either. If they are addicts, ignoring their requests completely is often the safer option than offering them an alternative like food, because it can piss them off if they haven't had a fix in a while.
All of the outreaches I have worked with have stressed not giving them food as well due to the city ordinances against it & the potential reactions. When we were out there, the option we were supposed to use was to have them meet us in a certain amount of time at a local restaurant like McD's & actually buy them a meal when other team members are also around. It has noting to do with a lack of charity, it has to do with common sense & safety. The only other safe option is to hand them money & keep moving which just gets snorted, drank or shot up 30 minutes later.
There is one guy in my area that I see occasionally & I stopped to help him fix his bike once because I carry tools in all of my vehicles. When I see him I will go get him food & bring it back to him, but only because we have a history of trust with each other. Outside of that, I would never hand them money or offer food simple because of the safety rules I've learned through working with the people that help them every day.
