Hello. I'm sorry you're not having the results you want. You likely will need to include more information for people to help you.
I'm disabled myself so I have no clue about workouts of muscle building but I do think you need to either ask in one of these to boards.

Different people lose bodyfat from different areas of the body at different rates. One person can look toned all over but still has love handles along the sides of the torso; another person looks great from the waist up, but hates the way their legs look. Sounds like you are a person who simply holds onto bodyfat longer on the front of the torso.
Doesn't mean your work to date has been wasted. There's every chance you have nicely developed muscles that are simply hidden by a layer of fat which is waiting until the end to disappear and reveal your hard work to the world.
The disappointing/annoying part is that we as humans want to see immediate results from our work, and assume if we work body part *insert choice* then that part should look like it. But the reality is we cannot choose to naturally lose fat from one part while ignoring others as "already good enough"...we can only change for the entire body. Keep exercising and work to lower the overall bodyfat through diet.
Remember, there are two ways to look more muscular/fit:
1. Become more muscular/fit through working out, or...
2. Lose the fat which is hiding the muscles beneath through diet1
