How do I know to cut or bulk first??

Hello everyone! I’m new to this app and need some answers!
I am a pretty lean female with a little bit of a tummy and I believe I’m around the 25% BF. My goals are to lose the little bit of tummy fat, tone it up a bit, and build muscle throughout my body, getting a bigger butt would be a goal as well😂
Does anyone have any recommendations on if I should cut, maintain, or bulk first? Calorie deficit or surplus first?

For men it is typically recommended to be 10% BF or under...for women it is typically recommended to be 20% BF or under before starting a bulk. You want to be very lean in order to prolong the cycle and make the most efficient gains before you have to cut the fat that you've also gained running a bulk.1
