after poor service do you still tip good ???

I would leave 10% for bad service. I was a waitress in Canada, but in Canada wait staff made the national minimum wage which I now believe is over $10.00 an hour but in the US, wait staff only make $3.00 an hour and truly work for their tips.
If the service is bad, they could be having a bad day and its a one off, or they could just be a bad server - not everyone is cut out to work with the public like that and the service issue should be brought to the managers attention and they can deal with it.
But I do applaud you for talking to the waitress and pointing out your issues with the evening, yes she cried, but she may also learn from that.0
