I'm going to say that it really depends on the person.
I can't think of a single time that I've used that phrase and meant anything other than the person was nice/thoughtful/etc. I said it numerous times to my husband back when we were just dating (usually because of some thoughtful thing he did). I still say it when he has done/said something nice/thoughtful. I use it as a compliment.

I think context does matter. I might respond with a "you're so sweet" to a guy I was interested in, if, well, ya know, he was actually being sweet.
Best thing to do: avoid "code words/phrases" yourself. Be direct. Say "I think you're extremely pretty, and I'd love to take you out for drinks/dinner. Are you free next Friday?" If she says no, shrug it off and move on. If yes, then high five.0 -

I tell my boyfriend he's sweet quite often. I did it before we started dating and I still do it. Some people aren't direct with what they mean, others are. This is the case for BOTH men and women. If you aren't sure, just ask that person directly.0 -
