Compared to when I started full-time office work in the 1970s, there's been a noticeable decrease in teams going out during working hours and drinking silly amounts of alcohol, though. Cake at work is probably safer, and more productive work-wise.
True. Sweet treats in the lunchroom does seem to have replaced the three martini lunch.

Someone brought a carrot cake with cream cheese icing in to my workplace today. We almost never really make anything like that at home so it is nice having the option to enjoy a treat from time to time. Plus carrots are a vegetable so its kind of like I am having a salad.22

That is something I would avoid. I don't like the texture of carrot cake and the cream cheese frosting is too sweet for my taste.

My brother married a Ukrainian. My Grandmother had never touched alcohol in her life. When the wine came around at the reception, she did offend his wife's side by not wanting any. Was easily resolved when she allowed her glass to be filled but didn't drink any, but it was a big deal to some.
No question some cultures have expectations around food. Some are just weird (like the offering 3 times above), some come from a sense of self worth, but all need to be curtailed in a day to day workplace.
It's funny, but I have seen a big difference in my work place in the last year. It's a small office, about 12 people, 8 of which report to me. A year ago there were more treats, donuts etc. being brought in. At least weekly. But, as I lost weight and kept saying no to them, others started following suite and stuff got thrown away. So treats are now pretty rare. And even when someone does bring them in, we share with the rest of the building instead of just the accounting/marketing areas. It's even been pointed out that it is my fault
It was kind of creepy to me, when I was a manager, how often it seemed like people were attuned to my unconscious, non-work-related behavior, and acted as if it was some kind of guide or model. One also sees things like figures of speech within human groups tend to propagate from the formal or informal 'leaders' through others in the group. We really are wired to be tribal.
I still think "cake culture" is a silly concept, and that treats at work are an extension of millennia-old human social behavior. Subjectively (i.e. without actual broad evidence), I do feel like the workplace did become a larger social-group facilitator for increasing numbers of people, over the last few decades, and that there's been increased formal emphasis on creating a sense of social belonging at work to foster team-building.
With that going on in parallel with increased casual/frequent treat-eating in the culture at large, it wouldn't surprise me if there's been a slight uptick in the average person's exposure to treats at work.

I think it is instructive to consider a troop of chimpanzees or gorillas, and how special treats are distributed therein, both to curry favor with troop leaders, solidify connections with your peers, and show favor (and solidify support) with subordinates. Of course, they are doing this with the tastier, rarer treats, not run-of-the-mill leaves and grass. Same with archaic human groups. Same with us today.
At our company, it also used to be common to smoke at your desk, and/or while whipping out a pack of cards to play a few hands of euchre over breaks, back in the 60s and 70s.
I am apparently the only one on this thread who uses baked goods for nefarious witchcraft purposes, from ensnaring my husband, to ensuring our graphic designers always manage to push my priority jobs to the top. "Oh, look, I just happen to have these fabulous cookies that I know you are 'addicted' to. How did that happen?! "12 -

My wife loves to bake and especially during NFL season where she is a temporary widow on Sunday, Monday and Thursday she bakes cakes and cookies and sweet things so she doesn't have to watch football and deal with me acting like a crazy man.
I don't like cakes and sweet things and she's diabetic so I bring everything to work for my co-workers. They seem to enjoy it - but now I feel like I'm enabling them. rofl10 -

who's saying cake should be banned from work?
It's a huge leap to say "I wish people wouldn't try to pressure coworkers into eating junkfood" is somehow akin to "junk food should be banned!"
Seems to be an underlying "tone"...
people bemoaning a specific cultural norm is the remotely the same as wanting to ban that norm. I would be quite surprised if you could find very many people who thought people should be banned from bringing treats to the office.
They are already banned in many schools. How big of a leap is it to start hearing of them banned in workplaces?
Mostly banned in schools because of concerns about allergies.
Probably a secondary reason because not all parents feed their children treats and offering them would not be aligned with the wishes of the parents. Easier to just not have them in the classroom than to worry about pissing off parents.
Tertiary reason that there is a belief that sugar intake would influence the behavior of the children.
Grown adults in workplaces should be able to make their own decisions about whether or not they consume something, if it would be an allergy concern, if it fits with their overall dietary preferences, and whether consuming it will negatively effect their work performance.
Seriously - are you suggesting that offices ban treats for grown, consenting adults? Where do you draw the line? Only on foods that the workplace purchases? Telling employees that they can't make or purchase food with their own money? What constitutes a treat? Only sweet things? What if I bring in cheese and salami that I purchased for a weekend wine tasting but didn't end up putting out? Does that still fit with "cake culture"? Is my employer going to start telling me I can't bring in leftover birthday cake from my son's party for even me to consume?6 -

I don't like icing either. Especially the kind that is used for decorating. I actually get much more flack at work for asking for a piece of cake with as little icing as possible and then scraping it off than I do for the times I refuse the cake altogether. Icing is serious stuff for some people.0 -
