How can I get out of this plateau stage

Why do I plateau for weeks at a time
I count my calories, avoid sugar, limit carbs and struggle to lose. It takes me weeks to lose a pound. Then I gain it back and lose it again, all while staying in a calorie deficit. Idk what I’m doing wrong and it’s frustrating

Steps as burned calories
Hi, I have a Garmin watch that beautifully connects with MFP to provide the count of the calories burned through various exercises. However, step count is not included in the calories earned, especially when I walk 15km or more a day. Am I missing something? Thank you.
