Not New but Would Love Some Support

Hey everyone! I've been doing this whole calorie count thing for about three weeks now.. I exercise for at least forty minutes a day, keep under my calories, and drink plenty of water. I've lost a noticeable size on my waist and around my face, but I've only lost four countable pounds... is this normal??

Help, I can't lose Weight!
I have been working out hardcore for the last 8 weeks, I workout 5 days a week and burn 400 + cals. each workout. I cut my cals. from nearly 2000 per day down to 1200 per day but I have only lost 7lbs in eight weeks! what am I doing wrong?
