I have been very good at eating between 1300-1500 cals. a day. I don't exercise a whole lot because of two bad knees, but I do try to daily get in some physical activity. How is this possible??

I have a dry cough and congested when I was running yesterday for 35 minutes, I was coughing nonsense. So I had to stop running. I want to run again today, but the cough hasn't gone away yet and I'm also congested. Should I run again?
